Ha Ye-Jun (하예준) – Chief Scientific Secretary (1948–1968)

Ha Ye-Jun was one of the most enigmatic figures in the early scientific landscape of the DPRK. A trained physicist educated in Soviet-controlled Manchuria, he became a trusted advisor to Kim Il Sung and was appointed Chief Scientific Secretary following the country’s founding in 1948.

Declassified documents and testimonies from defectors suggest Ha was directly responsible for several experimental programs involving population behavior manipulation, high-risk chemical development, and unregulated medical testing under the codename Dr.Kim Ho-Rin, another co-worker.

His office, referred to in later intelligence files as "Room 734", allegedly coordinated with military leaders and internal security to perform operations on political prisoners and volunteers alike. No surviving documentation has been authenticated, though multiple accounts corroborate similar methodologies.
